Noetic Effects is a Triumph in Destiny 2 tied to the lore entry of the same name. The entry is filed in the Revelation book and was added in Shadowkeep.

Lore

The entry is a Recusal Mirror Record that Dr. Wade Bow sends to Commander Kuang Xuan, filed as Exhibit Record 456 to Rasputin. Bow reports a neurochemical effect at the K1 dig site that worsens over time. About 80% of the crew report intrusive thoughts, insomnia, narcolepsy and nightmares, and the worst cases involve hallucinations. A technician who was not exposed showed a drop in serotonin and a rise in cortisol after one hour.

Bow recommends limiting exposure to 30 minutes a day, rotating teams between sites each week and planning for crew attrition. Xuan agrees to review the report and to implement the recommendations.
