History of Chaff

Chaff is a Modifier that disables the player's radar. It was one of the randomly selected modifiers in Destiny: The Taken King and remains in harder content, such as Grandmaster Nightfalls in Destiny 2. Destinypedia lists it on Grandmaster difficulty alongside Extinguish, Limited Revives and Locked Loadout. The source does not say which expansion introduced it to Destiny 2.
