Xûr holds impossible treasures for you, but to claim them, you must please Starhorse in the Dares of Eternity.

To the Daring Go the Spoils is Xûr's three-step introductory quest in Eternity. Complete an initial Dares of Eternity run, claim the quest from Xûr at Xûr's Treasure Hoard, and use the Treasure Key from the run to open the chest beside him. Dares of Eternity is free for all players; the Bungie 30th Anniversary Pack is not required for this quest. The separate Gjallarhorn quest does require the pack.

Complete a round of Dares of Eternity and obtain a Treasure Key.
Talk to Xûr in Xûr's Treasure Hoard to acquire To the Daring Go the Spoils.
Use the key on the chest beside Xûr, then speak with Xûr again to finish the quest and receive the follow-up Magnum Opus.
