Restore the communication array with the marked Fuel Cell, and rotate the dishes until their displays turn blue. Follow the distress signal underwater. Obtain the NPA Repulsion Regulator from The Drifter, then use the air bubbles and route switches to descend safely to the final door. Finish the concluding scene with Deputy Commander Sloane to complete the reunion.
