Balance of Power is Exotic Hunter leg armor.
Overview
Its perk, Double Down, increases the duration and durability of Threaded Specter. Damaging the Specter releases additional Threadlings, and standing near it keeps you off radar. It is a Strand build option that rewards placing the decoy where it can draw fire.
Acquisition
At launch with The Final Shape in June 2024, Hunters could select Balance of Power or Gifted Conviction after completing the Legendary campaign. The listed source is now Exotic Armor Focusing. Bungie's July 15, 2025 update removed Rahool's reputation track and made Novel focusing for past-expansion Exotic armor available without prior engram decryption.
