Get red-border (Deepsight) copies. It drops from Deep Engrams earned in Salvage and Deep Dive activities, and can be focused at the Sonar Station.
Complete the Deepsight Resonance objective on each copy and extract the pattern; five extractions unlocks it.
After that, craft it at the Enclave on Savathûn's Throne World with enhanced perks.
