Vesper of Radius is Exotic Warlock chest armor introduced in Curse of Osiris.
Overview
Bungie's current item definition for Planetary Torrent says Rifts periodically release Arc shockwaves. Final blows with those shockwaves create an Arc explosion; while an Arc Super is equipped, both the shockwaves and their subsequent explosions blind nearby targets. Rift energy recharges faster while surrounded by targets. This current description adds effects that are absent from older cast-only perk summaries.
