History of Titan Token

Titan Token is an item that appears in the listed price of Lost Pacific Titan armor sold by Sloane on Titan. Destinypedia lists the price as 15 to 25 Legendary Shards plus 10 Titan Tokens, from level 20.

The Destiny 2 Wiki's Sloane listing shows Alkane Dust (10 per piece) instead of Titan Tokens for the same pieces, and notes that Sloane has since moved into the Destiny Content Vault, so these pieces are not currently buyable. Costs differ between sources and over time, so check the vendor in-game.
