Rimestealer is a weapon perk for Stasis weapons. Destroying a Stasis crystal or defeating a frozen target with the weapon grants Frost Armor (light.gg description via search results; Game Rant describes it as enabling easy Frost Armor).
Use
It is a first-column standout on Permafrost in PvE, paired with Crystalline Corpsebloom (Blueberries.gg), and appears on weapons such as Liturgy and Fair Judgment (Game Rant). A search result lists it as introduced in Season 25.
