Lore: the Fulminator is an Arkborn, a sentient Arc energy being recruited by Emperor Calus as one of his Shadows. She disabled the limiters on her armor in the final strike against Dominus Ghaul.

Acquisition

Dropped as loot from the Leviathan raid, including Raid Engrams. Leviathan content was sunset with Beyond Light on November 10th, 2020, so this armor is no longer usable for endgame content and is not available through normal gameplay today.
