History of House of Judgment

The House of Judgment was an ancient Fallen House whose Eliksni Pact assigned it to live among the other Houses, guide their Kells, and keep their secrets. Variks recalls it as a name associated with resolving grudges and status disputes in a safe place; later accounts describe its members as mediators between Houses. This describes the House's history, not a present-day political body.
