1. Unlock fishing through the Gone Fishin' quest line from Season of the Deep; Suraya Hawthorne gives you the tackle box.
2. Per the lists I read, this is a Rare fish found in the EDZ only. The EDZ spot is on the Outskirts south shore between Trostland and Winding Cove.
3. Stand on the jetty, cast, and reel in when the line goes under for a perfect catch. Fishing with others and building the Focused Fishing meter raises the number of fish nearby.
4. Bait needed for this fish was not stated by any page I opened (unconfirmed).
